I would guess maybe they didn't expand it? I was just watching an interesting interview with Mike Mearls, Matt Mercer, Matt Colville and Adam Koebel and Mearls had said that if you find mechanics in a rulebook but not a lot connects back to it, it was because they weren't sure about it. Or maybe they assumed people who had Tasha's also had Xanathar's?
